Hello All. If a country wants to lay down railway tracks(assuming there are no tracks already). Let the goal be maximising connectivity and increasing flow, are there any known mathematical models for such a problem?

As far as i know there is no specific model available in any literacture for the new construction or layout of the track. In german content for laying out the track you can laydown the track by full filling certain requirements
Well inspection of the area
aliagnment to the track
how this track will effect the neibour
which area should be connected
how many junctions are needed
the aliagnment of the track
the most important part is economy how it will effect the economy of the country in term of revenew and expenditure.
