Are the values of weights of kernel of a filter in convolution layer either -1 or 1?

in all the example I seen on line, they are only composed of these values, although this means that their search space is limited

They need to be in the range between -1 and 1 or 0 and 1 depending on the transfer function you use (tansig or sigmoid). But not exactly -1 or 1. The search is not limited if your data is scaled to the active range (i.e -1 1). Of course if your input data is still in its original scale (0 255) then the search is very limited.
