You are very right in saying that the citation report is the same.

Probably you mean by "Scopus-based" IF the CiteScore metrics? CiteScore is calculated on 3-year publication window, while Journal Citation Reports (Clarivate) IF on 2-year. In the majority of disciplines citations are distributed so that 2-year IF is less than 3-year for the same journal. This means that on average journal with the IF equal to the other journal's CiteScore should have higher CiteScore.

Of course, this general regularity may variate depending on journals' discipline.
