In my country, check dams often are used to reduce river slope and , resulting water velocity for greater penetration of water into the soil in a watershed. So, taking into account their behavior over their period of existence (20 to most 50 years). In this way water velocity and sediment rate reduce. During and after check dams full of sediment, in the river bed and along waterways, vegetation is created

Sounds interesting, but I don't know your situation.  We tried to treat landslides in a few instances to help keep what is there from failing again.  I worked with a geologist.  We used chain link fencing and steel posts so it would have some give.  We doused for water using the methods of Joe Cornell geologist to find the underground water, and he drilled into the slope to capture the underground water to release some of the pressure.  You are beyond me in trying to control debris torrents with check dams or retaining walls.  If you can do it, you need to publish if it is a reliable technique.  To me, best to locate the unstable soils and geology first and avoid actions like cutting roads across that lead to failure of entire slopes.  Also funneling water into these areas or clearcutting the adjacent slopes is probably a big no-no.  Once a debris torrent releases, you may not have that much left that can fail, so if it is down to bedrock, just remove water getting into it from adjacent sources that might have caused it.  If you lost the road that cut out the toe of the unstable slope, you probably are going to need a retaining wall or something to protect the road and travelers from any continuing rocks or debris.  I would make sure a geologist reviews it, and checks for any added cracks in the soil or areas were the trees are tipping different from their surroundings, unless the whole slope is tipping trees, or jackstrawed trees going every which way.
