In space vacuum virtual particles do not seem to scatter photons or other real particles. Some researchers say that virtual particles do not exist physically, which in context may be true.
Quarks do appear to scatter small particles, but cannot be separated by more than a wave length. One possible explanation is that polarization potential of vacuum is quantized and does not accommodate fractional charges far from mates.
