I have two products (A&B) made of polyethylene (PE) but product "A" is produced from recycled PE and product "B" is produced from virgin grade PE. What is the willingness of the people to pay extra price for the recycled PE product i.e., product "A".

Yes, If the recycled material have the exceptional properties (as compared to the virgin one) after its value addition procedure.

Please see section 2.2 in the attached paper. As noted by Sunil above, this will depend very much on how perople view the quality of the respective products. For some risk-averse people, the label "based on recycled material" may even have negative signal.

Many post-consumer product recycling processes have proven to be more expensive than virgin resin, and more at this time when the price of resins is decreasing.
For companies that represent a commercial or social strategy, the question of whether they are willing to pay more for recycled material is yes, since it is part of their marketing strategy.
However, for those companies that do not have this strategy and what they want is to reduce their manufacturing costs, the answer is no. Unfortunately, more companies are not willing to pay an extra cost for the use of recycled materials than those that are.

Nice question and different answers can be given if you are a producer or user of polymeric products!
As producer, you will try to demonstrate that your product containing amounts of recycled polymer is showing similar properties compared to the original virgin polymer, or even was significantly improved with selected additives and reinforcements to answer at the requirements of your application.
As users, I’m expected to have some decrease of price for the recycled polymer by compared to the virgin one, and a correct information from the part of producer. If the product was totally modified and improved, let’s go to assume that we will pay more!
However, in the traditional recycling of polymeric wastes are many contaminants or mixed polymers, thus it will take some time to progress more and to change the actual concept!

Engineered Products need to be DESIGNED, based on "End Needs" parameters. Just as "metal replacements" using Polycarbonate (PC) or Polyacetals (PA) and Nylons cannot simply copy the original designs of metal products, we need to look at End-product requirements and design both the Product as well as manufacturing processes in accordance with the NEEDS. PE, being easily melted at relatively low temperatures, and can strongly "adhere" to almost any material (on the basis of "Vander vaal's forces), we need to design such "reprocessed" Products that could take advantage of recycled PE - especially its low cost and possible "molding methods" using even Compression Molding at lower temperatures (150 deg C and lesser). Our attempt should be to develop and Test Market products that would be NEEDED in the market, and not the other way - i.e producing some product first, and then going to market
