The extremist neo-Nazi Golden Dawn in Greece implemented such practices in its party bastion in the city of Athens. See our paper in Party Politics (22/1, 2016) (From dusk to dawn. Local party organization and party success of right-wing extremism).
It is but not always. In Nigeria for instance, cases of communal and inter-communal riots politically engineered abounds. These politicians that engineers these conflicts are usually shadow parties and conflict entrepreneurs who uses conflict engineering as a means of gaining favour from the government, becoming famous or achieving other hidden political agenda. Instances are the case of Asari Dokubo of the Niger delta region and the Niger-delta militants, and the case Uwazuruike and MASSOB in Nigeria. These men engineered communal conflicts as a means of obtaining favour. In some cases however, it is not caused by politicians rather it arises out of other factors such as conflict of interest, marginalization and boundary issues. In all, dirty communal politics that instigates communal conflicts should be discouraged and frowned at because it most times lead to loss of lives and destruction of properties.
