As per my understanding level the key is to competently build an innovative and technological business policy, oriented for a long-term perspective, as well as to create necessary conditions for the development of science and technology.

In my humble opinion, the issue is not innovation, but finance. I'm in the US. Here there is lots of innovation and research funding (especially at the government level) is distributed throughout the country. However if you look at the entire US there are hotspots of development to usefull application. See for example the PWC MoneyTree report (https://www.pwc.com/us/en/industries/technology/moneytree.html).
What this tells me is that the capital structure for risk capital for translation of innovation to utility is the limiting factor. If you are an innovative person in a risk capital desert you have a real problem attracting both the money and the people talent to move things forward.
