I would like to research barriers to innovation in public policy, specifically related to Information Technology within the Department of Defense. I appreciate any thoughts, comments or recommendations.
Theories of resistance to change in organisations exist. Grounded theory for resistance etc;. These same concepts can be used to explain resistance to technology. Human factor is the reason for the resistance in most areas.
We often see the same kind of resistance to information technology or innovation in Healthcare. (There are papers in this field as well). There are resistance to change in relation to patient safety initiatives ... from all corners. Ultimately the resistance to any change is a study of the human factors .. understanding this is key to overcoming the barriers and implementing change.
