In India, we have done similar work in the following process;

First, we prepared base map from the Topographical sheet (1: 50,000 scale) and trace all wetlands from natural and man-made source according to Govt. of India's scheduled classification.

Then we compared the maps with the geocoded satellite imageries of the same area but their dates of acquisition were different.

Thus we prepared updated water resource map. Then we calculated the areal coverage of different types of water resources.

I am sorry I have no idea about this kind of data for Iran.

I would like  the renewable water resources map or a water stress map for Iran. I already have data from the Aqueduct water atlas ( http://www.wri.org/our-work/project/aqueduct). But I was hoping for higher resolution data specifically for Iran. Perhaps the atlas might be of interest to you too :)
