1- Springer responds quickly than elsevier.
2- 5-Year Impact Factors of (2,3,4) are higher than impact factor of them in this years so they have descending process.
3. unfortunately elsevier is prejudiced against iranian.
I think if you have enough time, you might go with the highest impact journal first.

try to sample a couple of recent published papers in your precise field then take the average of (received-submitted) for each journal then pick the journal associated to the min avrg.
This is a good question. It is very important to identify a journal whose topics of interest are very near (nearest) the topics in a paper to be submitted. To ensure that this is the case with your paper, it is crucial that you survey papers published in the past 10 years by a candidate journal.

Dear @Seyed, since it is your first paper, as I suppose, to be published in Journal, SIAM Review seems to be good choice, if not now, maybe later. Maybe, You should try with ISA (Elsevier), IEEE... Very good suggestions were given by my predecessors!
