Measurement, Communication and Alerting of Aircraft Cabin temperature

The question requires me to develop a method for effective ground cooling for aircraft during long transit in hot summer. However, by considering the PCA are not efficient enough to cool the aircraft, thus reducing the use of fuel. How to do that??

I would like some idea and suggestion on the process and what literature should I read.
