The use of fibers as reinforcing agents depends mostly on the intended applications.

For example, natural fibers like jute, hemp, sisal, etc. or CNTs, are mostly used as reinforcing agents to improve the mechanical properties of a polymer (Construction materials, light weight body parts for automobiles). Extensive work has been carried out in the same field.

You need to force the particles of nanopowders diffuse properly among the particles of polymer matrix composite. In this situation, a suitable chemical binder agent is necessary to be added into the mixture to make the both particles of the powder and polymer matrix composite strongly bonded each other.

You can isolate nanocellulose or nanocrystalline cellulose by acid hydrolysis of cellulose and make nanocomposite with cellulose fibre (Jute, Hemp, Sisal etc.).

I am not sure what your nanopowder is? If it is ground fibre into nano-form, then I rather not use it for reinforcement because it is a very expensive route. If that is not the case, then you need to find out aspect ratio of your nanofibre and there are thermodynamic issues you need to understand before you get any reinforcement. Often time researchers think that increasing stiffness is a measure of reinforcement. This is not the case.

First up all clarify about the reinforcement fiber and nano particles.. why are going for making nano powder by fibers??

It is possible to use nano and microparticles from sisal, jute, hemp  or cellulose. Cellulose microcrystalline could be a source for obtaining nano and microcelllulose. A  simple method  is described herein: cellulose microcrystalline  is firstly treated with sulphuric acid 80 wt%  in an ice bath for 60 minutes; after successive washing with distilled water and ethanol, and after separation of the clear phase, the suspension is introduced in a crystallizing apparatus;  the crystallizing apparatus is introduced in a oven at 105oC for  4 hours.

The resulted nano and microcellulose may be mixed mechanically with unsaturated polyester resin, using SDS agent.

Nano celluloses from bio-derivatives are very interesting functional materials in some applications. Once we know more about their mechanical, chemcial and physical properties, the application routes to composites will be more opened.
