Interesting area for research. You can consider how well small-scale entrepreneurs (say in tourism section) use online booking systems (like agoda.com or booking.com or any other online web sites) promote their business and their effectiveness compared to traditional marketing methods. Just a suggestion.

in Germany, many co-working spaces and accelerators are governement funded. Evaluating the effect these have on entrpreneurial acivity might be interesting. The German Start-Up Monitor has already done some work in that direction, maybe you find a starting-off point there:

I suggest you to work on public private innovation which is a trend in researches of public administration :)
1. I wonder where your research will be localized. It might be interesting to look at the interplay between policies and their impact on informal entrepreneurship. What role do these policies play on the traction and attrition of entrepreneurs in the informal sector and how easy is it for the informal entrepreneurs to transition to the formal economy.
2. Is there an oscillation between entrepreneurship and paid employment? If so, is this a consequence of the policies?
3. You could also look at the role of the public sector in facilitating growth of entrepreneurship by studying the misalliance of entrepreneurship eco-systems and the entrepreneurship pyramid

It would be interesting to find the touch points of entrepreneurs and public policy. For example at what stage the entrepreneurs engage with elements of public policy. My guess would be at a much later stage. Absence or presence of a specific public policy would not impact the entrepreneurial intent very much (it is very difficult to confirm or dis confirm since the policy would be present anyway). In few cases there could be subsidies for some processes, which could promote rent seeking and in efficiency. So the question can be if the entrepreneurship and public policy interaction would create inefficiency compared to a perfect competition scenario is also debatable. Public policies may skew the market perception of entrepreneurs, thus would be a trap in the long run. To the extent public policy facilitates the process and procedures of new firm formation, it is welcome to bring such transactional efficiency. Role of Government as independent policy maker, customer (the largest), influencer, and succumbing to business pressure groups are well know. So the research area also would depend on context.

I would suggest a research on the drivers and motivators for informal sector enterprises graduating or turning formal and an analysis of how this can shape up entrepreneurship development in a country your select.

I would suggest e-Health, as technology and health are strong examples separately of good business opportunities. The matching of healthcare needs and technology is the hottest new thing for 2016.
One of the most compelling topics would be looking at those entrepreneurial characteristics, such as entrepreneurial mindset, that define and influence a person to be entrepreneurial. Look at how they are developed, how and what type of education can create or influence that mindset.
