There are many papers discussing the excitation of Xe129 by WIMP. There are also many papers discussing the excitation of C12 and O16 by neutrinos in above 1 GeV region. But I cannot find any reference regarding the excitation of Xe129 by neutrinos around several tens of MeV region.
