Martyn et al. (2016) wrote "Strategy and Control: 25 years of empirical use of Simons' Levers of Control framework" taking a look at how the levers of control framework has been used over the years and Bisbe et al. (2019) wrote "Coercive, enabling, diagnostic, and interactive control: Untangling the threads of their connections", taking a look at how the concept of enabling and coercive bureaucracy has been intermingling, both implicitly and explicitly, with levers of control in research. However, I'm unable to locate a paper taking look at the usage of enabling and coercive bureaucracy over the years, if such a paper exists.
