At first you will have to search out the periodicals in which papers are published from your field of worki.
Go through the "Instructions to the Contributors' given in the selected periodical and take help of your your seniors or colleagues who have experience of publishing papers, particularly in the periodical selected by you.
First decide which paper you want to write i.e. review paper or research paper.
In research paper you have to conduct a research/survey for a period of time and assemble the data in a datasheet sort of type.
In review paper you just select a topic and read 15-20 research papers of different authors on that topic and that summarize all the information in one paper and make sure you give the references for all the info.
Before you submit your manuscript, have good people review it. And revise it 20 times. Correct every error. Improve the tables and plots 20 times. Do all the hard work before you submit it.
Follow all the guidelines for style for the journal you are submitting to.
When you get back the review, don't be upset. You will think one reviewer is a moron or didn't read the manuscript. Thank the editor and the reviewers. Make 95% of the changes the reviewers suggest. If a change doesn't make the paper worse, make it. If a change makes the paper only a little worse, make it. That gives you 5% of the reviewer comments to say, "No, we disagree with the reviewer."
