I remember I was studied a procedure similar to the suggested by Saikat. Finally I didn't do it because hydrazine is a powerfull explosive.  Be careful if you need to distill it

I have worked with aryl hydrazineshydrochloride  with benzoyl isothiocyanate to obtain the desired triazoles, But as Pablo Jimenez-Bonilla  said it needed proper personal protection during reaction, so use proper PPE.

You may add 2 euuivalent triethylamine in reaction to neutrilize the hydrochloride..

Use of sodium acetate is good option to neutralize hydrazine hydrochloride.

you can neutralize it by adding 2 eq. solid anhydrous sodium acetate in small portions while your reaction is going on.

One can neutralize Hydrazine dihydrocloride by 2 equvalent aqueous sodium  bicarbonate.
