Difficult to see on the photograph, but looks like it may be Ectreposebastes imus Garman 1899 (family SETARCHIDAE). That species occurs in deep water.

Can you add more picture please?. The pectoral fin looks to be very long, but the head seems to be a Scorpaeniformes, land I agree with the previous answer
