Ideally you would not use concrete under 25MPa for any structural element. I dont recall the Australian Standard specifying a concrete Grade under 25 either (you might want to check the actual standard to verify). But then again it would depend on the soil condition and the actual loading. Having said that, I would not recommend any concrete under 25MPa for structural works
Compressive strength for pre-cast piles would typically be 35 MPa or greater, however, for cast-in-place piles and drilled shafts, strengths as low as 17.5 MPa are permissible in U.S. residential construction. The IBC residential code permits foundation concrete strength of 2500 psi for foundations for 1 to 2 story residential builidngs. Commercial construction typically uses much higher strength for foundation concrete elements.
