I am sorry to hear about this treatment of your manuscript. As I understand the history of peer review, this was once considered a breach of manners by the editor, but times have really changed. "Revise and resubmit" does not have the same implicit assumption of eventual acceptance that it once had. I suspect that this is due to the pace of things these days. Several of the journals that I review for receive in excess of 200 new submissions a year, so the editors simply cannot pre-review each one. Rejection is, of course, the prerogative of the editor.

If I faced the same situation you are facing, I would want to make sure that I had actually responded thoroughly to the reviewers' comments before re-submission. I review for several journals in my field, and I find that manuscripts are often submitted and even re-submitted without quality preparation or revision. Something as simple as complying with author's instructions for formatting is often ignored.

Before I submit a manuscript, I try to identify 3-4 journals to which I might submit in case of rejection. By doing so I shorten my response time to a rejection and keep my manuscripts under review. Perhaps it is time to send your manuscript somewhere else.

The same thing happen to a friend of I. After he did all the required revisions, his paper has been rejected with unconvincing reason.

I think that the paper did not get one of the review's satisfaction after the revision.

Don't bother yourself. Submit it to another journal.

It is great negligence by the editor in chief of the renowned journal.

That should not happen to researchers in any condition.

Once the review is received chief editor should provide chance for the revised review to the authors.

If a rejection is because the paper does not "fit" to a particular journal then I experienced that publishers sometimes offer to have it reviewed in another of their journals that better 'fits'. I think that in the top notch journals submissions are far more than they can handle and papers that are ok, but not necessary felt to be suitable for such top notch journal publishers divert publications to second tier journals, which at ties is ok....

Usually in any serious journal if the paper is not appropriate for the journal's readership it is turned down without revision of course. In your case it sounds like a bad joke!!

This practice really exists - firstly editing and then reviewing.
