Why does a common surfactant such as CTAB bond to metal nanoparticles (such as Ag and Au)?

If I have both metal nanoparticles (Ag/Au) and oxide particles such as TiO2 and SiO2 in water solvent. Will surfactant CTAB selectively bond to metal nanoparticles or not?
