Why attenuation coefficient of some metals with higher Z are lesser than that for some others lower Z? e.g: Cu&Zr, Fe&Ag, at E=17.5 KeV17?

Z: is atomic number Cu/ Z=29, Zr/ Z=40, Fe/ Z=26, Ag/ Z=47
