Any reason why there is inconsistency between significant table (contrast) and grouping table (category) in the Tukey test?

How do I construct NJ tree using MEGA5.1, with my input file (SSR data, NeiD generated by GenAlEx6.5) being .xls?

I can't convert .xls into .meg. and I don't have the data format that MEGA5.1 accepts eg: .fasta, .phylip etc. Used CONVERT software, but can't seem to convert .xls into .phylip.
