Does no sign of chronic inflammatory reaction at histology of explanted samples mean no pyrogenecity too?

In a subcutaneous implantation assay (rabbits for example), if there are no signs of inflammatory reaction upon explantation and histology, does it mean that the material is non pyrogenic as well...
