Is there a need to get a permission for using a stat graph from government websites/ or non-profit organizations? If so, whom should I contact?

Is post fixing the whole brain in 4% formaldehyde comparable to transcardiac perfusion with 4 % formaldehyde and then post-fixing in 4% formaldehdye?

Please let me know if post fixing alone is sufficient and good enough, and the pros and cons. Thanks guys.
