Why the atoms are naturally vibrating with a definite frequency?

Are molecular vibrations only possible in sp3 hybridised orbitals when is excited by IR ? and there are symmetrical ,asymmetrical stretching and bending these are all the type of vibration and more specifically symmetric two atoms will vibrate (i.e two atoms move away and towards an central metal atom) not only in this case all other type of vibrations there are three atoms with one as central and other will in different direction in plane and out of plane. these three atoms will form tetrahedral structure corresponds to sp3 hybridization.

Why are these types of vibrations not observed in other types of hybridized materials?
