What is the easiest way to synthesize ethylenediamine (EDA)-functionalized nanoparticles with a biocompatible core (PLGA, chitosan, carbon, etc.)?

I have a limited background in chemistry and need to synthesize particles that have functional EDA groups populated on the outer shell.
