Is it normal to spot some crystals when doing a ammonium molybdate tetrahydrate solution in water?

I did check its solubility properties and I found the value of 400 mg/mL = 400 g/L, but despite that, I always observe some crystals in the solution i'm preparing, and it only as a 6 % w/v...
