Does scan rate affect the peak positions and intensity in X-ray Diffractometer ?

If i repeat a sample at different scanning rate on same instrument, then is there any chance that there will be a shift in peak positions or change in Intensity?

What does peak splitting represent in Raman Spectra?

In my case, after successive doping in my sample (bulk), one of the peaks starts splitting into two. what could be the reason behind this? Is this caused by strain in structure ? plz give answer...
