Hai ..any body please suggest OA journal with less fee and fast acceptance. I am totally confused with a great big list of open access.?

I need a good very less fee open acces (SCI or scopus) with good IF with less first review decision and too less rejection rate (sorry for giving more requisite) .I am from very poor back ground...
