Can we use water adjusted with desired pH in place of buffer ( pH-5) for dissolving a known drug?

In most of papers there were using buffers with desired pH-5 for dissolving a drug ? can I use water adjusted to that of buffer pH and dissolve the drug? does it make any difference? kindly help...
