Is it necessary for the plant extract to be reduce into dryness (dried powder) before diluting it to desired volume?

I did ethanolic extraction on my red seaweed using a soxhlet extractor. I'm planning to only reduce my extract from 250 mL to 60 mL. Then, I'm going to dilute it with 40 mL ethanol to achieve 60%...
