Is it possible to grow ZnO on ITO coated glass substrate by way of vacuum evaporation?

I am using inverted device structure in the preparation of OPV. The evaporation of ZnO on ITO often results in shiny and nontransparent thin film, even if we evaporate ZnO as thin as 5nm.
