Just to confirm, when modelling and simulating a STATCOM what makes the capacitor voltage to fall or rise?

I am currently modelling and simulating a statcom,however I am having challenges controlling the capacitor voltage. My question is what affects the stability of the capacitor voltage. Thanks.

How do I generate the reference voltage for the capacitor for my controller for an LCL/LC filter based on model predictive control scheme?

Normally in PI control, the outer loop will generate the reference for the inner loop. In Model Predictive Control, how do I determine that reference since the control structure is different from PI.
