To coat a Teflon membrane, what are good solvents to dissolve PTFE?

We want to coat the PTFE on a ITO glass, and repeat the method provided by the reference and specification.(as shown in PDF) But We find it is so difficult to dissolve Teflon after 4 days' heating...
