How do they have USDEUR rates from 1990 onwards when Euro was introduced only in 1999?

Euro was introduced in the year 1999. Bloomberg gives USDEUR rates from 1990 onwards. Are these USDEUR rates from 1990 reliable? How is this possible? What is the calculation process?
