What does it mean when regulatory authorities raise a query "Platelet Aggregation Test indicated that IC50 of some batches are exceeding 100%"?

I am reviewing the history of Eptifibatide and came across this line in one of the chemistry reviews by FDA. How can it exceed 100% ?
