Session Abstract

“In a contemporary context marked by the accelerated urbanization process of territories, affecting developing countries and medium-sized cities, this urban expansion poses significant challenges that put public authorities to the test. These challenges include the lack of adequate housing, the increase of poverty in urban areas, and access to basic resources. From a developmental perspective, the United Nations considers that cities play a fundamental role in achieving sustainable well-being, as reflected in the 2030 Agenda. Through this agenda, the aim is to address these challenges under the paradigm of urban sustainability in its social, economic, and environmental dimensions. However, how does the 2030 Agenda connect concretely and politically with the construction of sustainable territories and cities? Despite being halfway through its implementation period, the 2030 Agenda has demonstrated limitations in generating transformative policies, especially in urban settings. These limitations revolve around three key aspects: the lack of participatory governance and a specific focus on urban growth, the institutional design that weakens international cooperation, and the lack of enforcement and reliance on voluntary reporting that hinder accountability and the fight against urban inequalities. These issues underscore the need to address the complex relationship between urban planning and the concept of a finite planet, the role of neoliberalism in this relationship, the insights provided by the 2030 Agenda to navigate this dynamic, and the experiences of implementing the Agenda in various territories. These topics will be crucial in advancing towards truly sustainable and socially just cities.”
