...that's supposed to be submitted to a high quality journal. I'll be appreciative of anyone who is able to let me know if s/he can review the paper and do the language editing (structure and tone, logic and clarity, language, consistency, word reduction and ....).
The specific answer to the question is that you need a professional service. Many journals offer it (for a fare) and there also advertisements in the web for professional services.
On the other hand, this title is not usual in a "high quality journal", too long, difficult to understand what it is behind and place doubts on any real scientific advance in it. What is EFL? If English as a Foreign Langugue, the author(s) should be able to write the paper in good English by themselves.

Thanks for you constructive comments. I believe that any manuscript is much more likely to be accepted if it is easy for the reviewers to read and understand well and easily. I therefore requested my colleagues to revise the text to fix the grammatical errors and improve the overall readability, clarity, consistency or .... of the text before I send it for review. Then it may not be a bad idea that a fluent, preferably native, English-language speaker copyedit the manuscript for language usage, spelling, and grammar thoroughly.
We absolutly write our researches by ourselves, but we are here to share our help with each other in emergency situations. and I requested for a help from independent researchers as my colleagues.
