Residence time is equivalent to persistence. If a chemical stays a very long time in the environment, this may be detrimental for the biota living in that environment. So a high value for persistence (or residence time) is in principle not 'good' ... however, this does not say 'how much' is actually there? a tiny amount of a very persistent chemical may have no impact what so ever on biota.
