Turns out a high voltage cable can have semiconductive layers in its design. For example here's a rather old patent covering some specific way of producing such cable.
This doesn't make much sense. Yes, insulating layers are obvious and also a cable can contain a conductive screen to reduce dielectric losses.

Dear Mr. Fahmide, I guess you are refering to some calbe type with a carbon layer and not exactly a semiconductor material. A carbon layer, or a conductive material with a high resistance (most of the semiconductor materials have a high resistance) are suitable for eliminating static charges, apparent in medium and high voltage applications.
