IEEE Conferences are searchable using the IEEE Xplore online library. Many of the IEEE Conferences papers are well cited (sometimes getting thousands of citations). However, why still no impact factor ranking for IEEE conferences? Do you think that introducing an impact factor measure to these conferences will increase the papers' quality and value?

Agree with you. According to my experience, publishing a paper in IEEE INFOCOM, ACM SIGCOMM is very difficult compare to some IEEE Journal papers, which have good impact factors.
This seems a bit unreasonable as many top-tier conferences papers have survived very challenging reviews and fierce competence. Some conferences such as CVPR, ICC, ISSCC, IMS, have proved to show very good impact and citations, according to SJR indexing.
