Why the value of STEC is greater than VTEC?

I have found the value of VTEC which is less than STEC i don't know the reason.

sTEC must be greater than or equal to vTEC, as sTEC is a measurement along a slant path, which is longer than a vertical path through the ionosphere. Longer path = more electron content.
