The original question is exactly as difficult to resolve as the following question: "What limitations lie within individuals that prevents them to understand and probe into emotionally and culturally based questions by other individuals."
The answer is exactly the same: Because every individual (human, animal, or machine) has a different history. The more AI systems tend to mimic human intelligence, the greater the influence of the historical (learning) base.
I'm not even sure, that two absolutely identical AI systems would return the same results, even if trained on the same data. Obviously, only if they are true AI systems, and not algorithmically programmed ones.
