Four of the 5 most violent countries in the world are in Latin America.
In these countries too repressive policies have been used to combat crime and it seems that these measures have a counterproductive effect because in some countries where this action was implemented coincided with the highest crime rates
This seems to be a tough question to answer as I don't have the expertise neither in sociology nor in criminology. But as a general human being my basic understanding is quite simple. I think it is a matter of gap between law and implementation of law. In developed countries rules and regulations are set in place and they are strictly controlled by the law enforcement people. But in developing countries, perhaps, the government failed to implement the existing rules and regulations.
There might be more plausible reasons, i.e. corruption, self actualization, poverty, education, tendency to violate rules, to mention a few. But at the end of the day I suppose the credit or failure goes to the government or the state as they are supposed to control and ensure the countrymen are following the rules which ultimately may result in a decrease in crime rate.
One thing is certain, everything is not reported and even if it's reported , there is no proper system to record and publish ! So it's almost impossible to compare.
The classic response would be: rule of law. Or, in laymen's terms: there are laws and instruments to implement them. But, for some reason, this process does not work well. An indicator for this would be a really high percentage of unresolved crimes or criminals not put to trial. Or, also, many people in prison without trial.
In my opinion, this theory has some heavy shortcomings, first of all its obvious eurocentricity, its state-centeredness and its mechanical understanding of law and justice. Therefore, I would like to go with the theory of anomie of Merton: people of the global south do acquire images of how they should live - but they live in a context that makes it impossible to achieve those ideals. This makes criminality an option for achieving goals. If you extent this to state institutions and include corruption or lack of interest in police officers or judges - there you go.

You describe the situation in Latin America well, but you did define the nature of crimes there. Lawlessness may be expression of resentment against the establishments or to take revenge of their comrades who died for their revolutionary activities to overthrow the regime.
Another point of view is that the developing countries are fast (to boost their image) to imitate the West even in enacting legislature without applying mind whether in their socioeconomic milieu, these laws and practices or applicable or not. In my country, whoever has some political weight and money can evade law or in local parlance law is in their pocket. Lenient behaviour and delay in judgement (most of criminals die during the process) on the part of court and dilution of capital punishment has embolden criminals and others including juveniles to involve in crimes of even heinous nature.

There is an educational campaign called Count to 10. It is hoped that this campaign will help to reduce the number of homicides
َAnomie theory by Durkheim and Merton can explain this phenomenon. my researches showed that Anomic situation in developing country (such as Iran) can give us a lead for understanding crime in these countries.

Weak institutions in less developed countries accounts for more than 60% of the reasons why crime is increasing in LDC

I ask a curious question: if we can quantify the crimes on "quality and quantity" or on "module and argument like complex numbers" or on "type or nature and magnitude", etc...
Where we can find the more terrible crime ? and why?!!
I believe, poverty and inncreased unemployment rates are the major factors behind rising crimes in developing countrie.

Weak criminal administration system, high rate of unemployment and bad leadership are the reasons why crime rate is higher in developing countries than the developed counterparts
There are a number of factors that need to be considered. These are, among others, the following:
1- high level of poverty.
2-incorrect social policy.
3-dysfunctional families.
4-high level of unemployment.
5-lack of school opportunities or capacities.
6-well organized crime structure.
