Maybe because is to high-tech for them.

Imagine people working for the last 20 years with paper blue-prints being faced with 3 D virtual software. They will instantly hate them because they feel outdated.

I agree with Bradut that People is one of the most important factors inhibiting the adoption of new processes enabled by BIM. Usability of the software, implementation cost, learning curve, all prevent FM people from trying new toys.

Also, the benefits of BIM in operation and maintenance are not quantified yet. It's hard to know how much the organization can save by getting the right information in time. It could mean millions of dollars if there is an emergency. Or it could mean nothing if the field workers claim that they remember everything in the building. FM industry has been in the reactive and passive mode in the history. It's hard for owners to quantify the benefits from BIM.

There are other issues such as the lack of tools, "incomplete" BIM for FM, etc. But the current trend is similar to the adoption of BIM in construction several years ago. Many industrial and academic conferences going on. Software vendors are pushing new tools. Standards are being developed. Things will get better in the near future.

A few issues come into my mind:

1) Interoperability standards for facility management are highly technical. e.g. IFC and COBie. Extracting data from a model to the (existing) facility management platform is therefore very challenging for many owners. 

2) Developing facility management data and information is challenging for the suppliers side (e.g. designers/contractors)  as well. Most of them will be on the learning curve and the process requires trial and errors because many taxonomies and parameters should be custom defined in in the BIM platforms, and modeling FM information is not a ready-to-go command in BIM authoring software. 

3) Impact of COBie on the FM processes has not been documented well. Although we know BIM based facility management would make many processes less cumbersome, detailed information on COBie implementation, resources spent, and cost/time/quality impact has not been provided yet except in a few pilot projects. We need to wait a few more years till we see the impact of COBie in a long run. 

Although some of the construction projects have been adopting BIM in early stage, I am not sure whether the maintenance-related data are included. This is the main concern for the building owner to decide whether it is worth to adopt the BIM.
