There are multiple companies that follow the practice in different forms like risk analysis, keeping buffers in project planning, developing WBS, detailed planning from L2 to L4 level and even more intense. For critical projects hourly planning is done and projects are also completed well before time... The actual delay of project may be very different for any two projects and hence same theory may not be applicable everywhere... Thats why in construction industry experience is given more weightage . And the reason of delay is project and location specific.

In actual field several MNC's have worked very well on this field. And they pay very handsome amount to their engineers to ensure it. They will not share that knowledge with every one since its their trade secret and their USP ro get future projects.

When, country has to follow orders of IAS or Leaders only, there is no role knowledge of the project management.

It investigates large infrastructure projects in Germany, both analysing very specific projects, but also comparing large projects clustered into different sectors (I especially recommend Chapter 2: Large Infrastructure Projects in Germany: A Cross-sectoral Analysis by Genia Kostka and Niklas Anzinger). E.g. building or transport do not even score highest in overruns. Projects in ICT and energy are actually mentioned here with highest cost overruns, so the phenomenon is even broader. Governance issues, regional differences and pioneer projects with high uncertainty are explanations for the found cost and time overrun across sectors. You'll find some interesting analysis on construction delays in large public projects, like Berlin airport or Elbphilharmony in Hamburg, Germany.

I guess both practicioners put efford to deliver efficient projects as Abhishek Singh mentioned, it is their USP, and also in academia, certainly in project management literature, means to delivery successful projects have been researched from many angles. Maybe the clue could be in the way how knowledge is both generated and applied, not in single research projects but continuously? Maybe a joint and iterative approach of cooperation of academia and industry could help, however, requiring openness and transparency to ensure continuous learning across the different organizations.
