I think I got some part of the answer in your reference above

"The lack of global information on pre-industrial tropospheric O3 distributions is, however, a major uncertainty in the evaluation of the forcing of this key gas¨ (see your third reference)."

In any cases, you are right, IPCC 2007 do include it as major radiative forcing gas but not as much as Jack Fishman who rank it almost as efficient as CO2 for global warming.

Please have a look at figure 18-1 of the 20 Questions and Answers on Ozone depletion https://www.esrl.noaa.gov/csd/assessments/ozone/2014/twentyquestions/Q18.pdf

You see that ozone in fact is the third most important climate forcer since 1750 and more important than the combined halocarbons or N2O in contrast to what above answers suggest. The numbers used to create this figure stem ultimately from the IPCC report, so IPCC does indeed acknowledge the ozone forcing. Also, IPCC models DO include atmospheric ozone changes in their model simulations of both the past and the future.
