Indicators of quality of education are usually inputs, processes and outputs. However, the definition of quality is always controversial and debatable. Why do you think it is so?
It is not actually 'difficult' to have a definite definition of quality education. For example, educators all over the world can use UNICEF's definition as follows:
Quality education includes:
(1) Learners who are healthy, well-nourished and ready to participate and learn, and supported in learning by their families and communities;
(2) Environments that are healthy, safe, protective and gender-sensitive, and provide adequate resources and facilities;
(3) Content that is reflected in relevant curricula and materials for the acquisition of
basic skills, especially in the areas of literacy, numeracy and skills for life, and
knowledge in such areas as gender, health, nutrition, HIV/AIDS prevention and
peace;
(4) Processes through which trained teachers use child-centered teaching approaches in well-managed classrooms and schools and skillful assessment to facilitate learning and reduce disparities; and
(5) Outcomes that encompass knowledge, skills and attitudes, and are linked to
national goals for education and positive participation in society.

Quality education is not an easy concept to define. At a time when we are discussing a quality. Education for all our learners it is important to take time to understand this concept. Quality determines.How much and how well children learn and the extent to which their education translates into a range of personal, social and developmental benefits. A system that focuses on quality education allows Children to develop and grow in school environments that are supportive and at the same time Challenging which nurture them to become confident, have good self-esteem and willing to strive Forward yet at the same time feel a sense of responsibility towards others in their community. A good Quality education is one that provides all learners with capabilities they require to become economically productive, develop sustainable livelihoods, contribute to peaceful and democratic societies and enhance individual well-being. Capacity development to improve the quality of teachers and other education stakeholders is crucial throughout this process.
